Telecoms Project Manager

The Falkland Islands Government (FIG) is looking for an outstanding individual to lead policy project work on managing telecommunications. Experience of the telecoms industry, whether from an operational or regulatory perspective, is essential, as is a strong background in working with or for the public sector to deliver commercial outcomes. The role involves managing existing telecoms contracting with our current monopoly provider, and working to introduce a new set of provisions fit for a digital future, within an ambitious three-year timescale.

The Role

This role is a combination of two responsibilities: managing the exit of the current telecommunications provider, and the introduction of new telecommunications services. As the current 12-year licence for telecommunications provision comes to an end, the post holder will be responsible for managing a complex programme of work, using a policy project framework, to successfully manage a transition to new telecommunications provision for the Falkland Islands. This will include managing the contractual exit provisions of the current exclusive licence with the licence holder (Sure South Atlantic), transitional arrangements as needed, and the identification and successful negotiation of future provisioning options to meet the modern telecommunications needs of the Falklands. This is a role with high public exposure, including representing the Falkland Islands Government (FIG) in meetings, with current and potential suppliers, and with the media.

You will support the Director of Development and Commercial Services to ensure strong commercial principles and management, and be responsible for the FIG-wide Telecommunications Programme Board.

The Person

You will be educated to degree level in a relevant subject and have demonstrable experience of telecoms or a closely related subject. You should have sound commercial management experience and an understanding of both the telecoms market and major trends in both demand and supply. We want someone who puts people at the centre of their work, so a track record of developing and delivering stakeholder engagement and bringing people along with you is essential. Within a noisy and often controversial matter, of extremely high public interest, you will be a calm, rational and empathetic professional who can steer FIG through the ambiguities and challenges of delivering top-quality digital and telecoms services.

Core Requirements

A minimum of 5 years’ experience of effectively engaging with government to delivery strategic aims
Demonstrable telecoms experience gained within the public sector, a government department, or a relevant commercial or consulting organisation.
A successful track record of leading, and making a key contribution to strategic decision-making and to policy formulation and delivery.
Demonstrable understanding of the telecoms market and major trends on both demand and supply sides.
Sound track record of developing effective commercial management and partnerships at a senior level.
Demonstrable experience of analysing / auditing market data / intelligence and reporting on the findings.
Experience of working with senior management in the public and private sectors, with the ability to gain their respect and confidence.
A track record of development and delivering stakeholder engagement activities.
An understanding of the stakeholder environment, especially in relation to customer issues and the customer voice.

The Package

Fixed Term Contract for three years
Starting Salary Grade B £48,428 – £55,424 (depending on qualifications and experience).

25% Gratuity, paid upon successful completion of the contract.

The Role

You will be a key member of the team with a focus on all aspects of development management and the determination of all planning applications, including but not limited to householder applications, standard and major development proposals including infrastructure and hydrocarbons developments. Proven understanding of EIA Regulations and experience contributing to screening and scoping processes.

You will support the Head of the Planning and Building Services in the review of the development plan (and ongoing legislative and procedural improvements), and develop the work of the Historic Buildings Committee.

The Person

A Chartered Town Planner. Ideally you will have a wide range of development management experience covering all aspects of development management functions. You must have experience in preparing committee reports and presenting to committees. You will assist in providing a high quality, customer-focused planning service delivering timely and quality recommendations to the Head of Service and/or the Planning Committee.

With good communication and interpersonal skills, you will be well-organised, proactive and have a flexible approach.

Core Requirements

At least three years post-qualification experience in Planning / Development Management.
Degree in Planning and Chartered Membership of the Royal Town Planning Institute (MRTPI).
Good verbal and written communication skills, able to produce reports for senior management.
Experience of working collaboratively with service users and dealing with members of the public.
Solid project management experience and able to manage conflicting priorities.
Valid driving license.

The department consists of the Head of Service, 1 x Planning Officer, 1 x Building Adviser, 1 x Planning Clerk. It deals with approximately 150 planning applications and 100 pre – application queries every year. Annual Development Plan Review. The position is office based.

The King Edward VII Memorial Hospital (KEMH) is looking for an experienced dental therapist to join their friendly and supportive team.

The dental team (3 clinicians and 5 nurses), delivers a comprehensive range of oral health services to the local population including primary care, public health initiatives, and emergency dental care. The dental facility boasts three well-equipped surgeries with digital radiography and a small laboratory area, following UK standards of care while tailoring practices to meet the unique local needs.

The Role

This position presents an exciting opportunity for the successful applicant to contribute to the oral health of the Falkland Islands, delivering quality restorative and preventative dental care as part of the dental team.

Specific benefits of this position include:

The role is split half and half between dental hygiene and dental therapy lists, up to the full General Dental Council (GDC) scope of practice for dental therapists. Specific duties may include:

Patient assessment and examination including taking and interpreting radiographs and formulating treatment plans,
Performing periodontal treatments to prevent and manage gum disease,
Providing direct restorative treatments including fillings and sealants,
Extracting deciduous (baby) teeth safely and effectively,
Applying fluoride treatments and other preventive measures.

In addition to your clinical responsibilities, you will be expected to:

Participate in developing and applying the Falkland Islands' Oral Health Strategy,
Participate in clinical governance activities, mentoring of trainee dental nurses, and community oral health promotion activities.

The Person Must

Hold a degree in Dental Therapy & Hygiene BSc (or recognised equivalent),
Be registered with the UK General Dental Council (GDC) as a dental therapist and have relevant work experience in the role, ideally in a UK NHS practice or similar,
Have strong communication skills,
Be able to work and communicate effectively as part of a busy dental team.

The Package

Fixed term contract of 2-4 years
Total package equivalent of £61,752 per annum, comprised of £41,168 base salary plus 25% market supplement on the base salary, with a 25% gratuity (lump sum payment) for successful contract completion being awarded at the end of the contract term.
A work week of 37.5 hours, Monday to Friday, with no on-call or out-of-hours requirements,
41 days of paid leave: 30 days of annual leave and 11 days of public/government holiday,
Relocation allowance to help with moving costs,
Free flights for the employee and dependents at the beginning and end of the contract, plus annual return flights after the first year.
Good quality furnished accommodation at reasonable rental rates.

The Falkland Islands Government is seeking to recruit a Company Taxation Officer who will join the team in the Falklands on a 2-year contract. You will be one of four Company Taxation Officers responsible for assessing and collecting corporate tax receipts.

Along with other members of the Corporation Tax Team, you will be responsible for:

Applying the Taxes legislation
Compliance checks and collecting revenue
Developing and updating tax policies
Leading on legislative changes.

The Person

You will have a proven track record of working in Tax, ideally Corporation Tax. You will have at least one of the following qualifications:

HMRC Tax Professional Development Programme (now Tax Specialist Programme)
a Chartered Tax Advisor
a Professional Accountancy qualification or equivalent.

You must be adaptable, a team player, and able to maintain confidentiality. A sense of adventure is also an advantage as the Falkland Islands offers lots to explore outside of work.

The Package

2 Year Fixed Term Contract. Secondments will be considered.
